Just Culture - Roadmap for (petro)chemicals

Summary
A Just Culture is a form of safety culture that involves trust and learning. Trust as opposed to condemnation and punishment is a prerequisite. And (collective) learning is the consequence. Just Culture' is a concept in the risk management and research world in particular and is actively used in the aviation industry. The chemical and petrochemical sector has responded with interest and expressed the need to describe such a system in an adaptive manner for its own sector. This document meets that need.

There are 5 steps and 6 building blocks. The building blocks are, consecutively: a Just Culture attitude, storytelling, rules as tools, deep(t) analysis, part of the whole and resilience. The building blocks are described in general terms and illustrated with examples from their own industry. This document should be used as a guideline. It is a guideline and an initial exploration of how the concept of 'Just Culture' can be made tangible within the chemical and petrochemical industries. Any application of this step-by-step plan will enrich the experience of this concept and is therefore an illustrative appendix to this document.

The five steps describe the conditional activities required to achieve a Just Culture. These are: understanding and embracing the Just Culture principle; taking stock of the state of affairs of one's own existing safety culture; analysing what is needed; drawing up a plan of action for the adaptations needed - these may be additions to existing procedures ('building blocks'), but sometimes also entire 'building blocks'; and the final step is the integral linking of all these building blocks.
