Summary

Together with the Dutch Labour Inspectorate (NLA) and the Ministry of SZW, RIVM has developed the Monitor Leren van Ongevallen (MLvO). The monitor makes it possible to quickly and easily collect data on serious accidents that have been investigated by the Inspectorate. The results provide insight into the causes of these types of accidents. Based on this, policymakers can take measures to prevent them.

The data for the MLvO is collected through the questionnaire software Survalyzer. In this questionnaire inspectors answer questions about serious occupational accidents that they have investigated.

The RIVM has now produced a handbook for people who use the data from the MLvO, such as analysts, technicians and researchers. The manual describes the contents of the MLvO, the types of accidents, a number of specific variables, how the names of variables are made and which answers are possible for certain questions in the questionnaire.

The MLvO is a successor of the Storybuilder database. This database has not been updated with new accidents since 2015. A separate RIVM report further explains the contents of the MLvO and shows how the monitor was created (RIVM Report 2021-0122).

This report is part of the assignment of the Ministry of Social Affairs and Employment (SZW) to analyse incidents investigated by the Inspectorate SZW. The RIVM examines the similarities and differences between these incidents. The results can be used for inspection and enforcement strategies. Companies can use the insights to improve their safety policies.
