Summary

The Brzo sites in the Netherlands want to ensure safe operation of their business activities, in compliance with Brzo requirements. An important pillar for this is a structured management system for process safety.

The MKB Brzo chemical companies within VNCI (and beyond) have a need for practical tools for setting up and implementing a structured process safety management system. To support these SME VNCI members have taken the initiative to develop a practical Guide to Process Safety Management Approach for SME Brzo companies, specifically focused on the various elements of process safety.

The guide stimulates a practical and workable implementation of process safety management. The guide helps SMEs and other chemical companies that are relevant to risk to determine whether they have implemented and are in control of all the necessary building blocks of process safety in their organisation. The guide consists of three parts:

  1. Process safety culture as a condition for success;
  2. Seven fundamental building blocks for process safety;
  3. Ten additional building blocks for process safety.

A good and optimal process safety culture is considered an important success condition for good process safety management. The highest operational manager of a Brzo company, further referred to in this Guide as the 'Brzo Top Manager', has an important and central role in this. Committed leadership in process safety and the creation of social safety is an important success condition for a good and optimal process safety culture.

The guide further consists of building blocks in which the most important issues for a practical implementation per building block are provided. The building blocks are derived from the twenty elements for Risk Based Process Safety management (RBPSM) of the Centre for Chemical Process Safety (CCPS).
