Summary

By 2022 there will be one digital source of permit information for South Holland for competent authorities, environmental services, companies and citizens: Always Up-to-date Digital Permit (AADV). This will provide an always up-to-date insight into the (environmental) permit regulations that apply to companies that have the province of South Holland as the competent authority.

The AADV program makes an important contribution to strengthening the process of Licensing, Supervision and Enforcement.

The companies for which the province is the competent authority are often large and consist of many installations and activities. Consequently, the permit applications of these companies are in many cases extensive and complex. The AADV program will reduce this complexity by digitizing and structuring the application.

By applying a digital and unambiguous structure, the application becomes more transparent and the intended change more understandable. In addition, a company can also use this digital application as a register for subsequent intended changes that are made in the "digital application register. With this transparent and insightful application, the licensing authority is better able to issue a permit within the legal deadlines.

At the same time, the program examines whether it is possible, on the basis of checks and balances, to be able to give more leeway to a company and thus arrive at a more robust permit - one that is less subject to change. Important principles here are that safety and the environment are not compromised and the permit still remains enforceable. This results in less administrative burden for both companies and the government.
