CSR Advisory Report 'Integral approach to cyber resilience', CSR Advisory 2021, no. 2:
This advisory report by the Cyber Security Council aims to provide concrete advice, based on a thorough analysis of the current state of cyber resilience in Dutch society, coupled with the necessary investments during the coming cabinet period that will lead to improved cyber resilience in Dutch society.
For this study, we looked at the entire chain of organisations and activities that contribute to the cyber-resilience of the Netherlands. Within this chain, the Board has identified five spearheads. For this report, the focus within the enforcement chain is on combating cybercrime. This does not mean that investments in strengthening other domains are not necessary or important.
The CSR Advisory Report 'Integrated approach to cyber defence' was written in response to the request the Council received from the Minister of Justice and Security on 4 March 2020. In this request, the Minister asked the Council to advise on the investments required in cyber security for the next cabinet term.
