NIPV - Cyber Fighting - Lessons from recent Dutch case study

Summary

Research was carried out with the aim of increasing practical insight into cyberdisruptions and the (administrative and organisational) crisis response, in order to build knowledge for a resilient preparation and response of safety regions and crisis partners to cyberdisruptions.

In this report, the following cases are discussed:

  • The cyber attack on the port of Rotterdam (27 June 2017);
  • The cyber attack on the municipality of Lochem (6 June 2019);
  • The KPN outage (24 June 2019);
  • the cyber attack on Maastricht University (23 December 2019) and
  • the vulnerability in the Citrix software (January 2020).

These cases have been described on the basis of public sources. In addition, a number of interviews were held with persons involved in the case.

The focus of this report is on cyber countermeasures, which includes all activities carried out in the context of combating the effects of an incident, the cause and/or consequence of which lies in the digital domain.
