On industrial sites and within chemical clusters, much transportation takes place. The transportation sector is greening, which means that in the future more and more use will be made of alternative powered trucks (AAVs). These are trucks that use natural gas (LNG or CNG) or hydrogen as fuel, or are electrically powered.

Because this must not come at the expense of safety, Safety Delta Nederland, on behalf of the petrochemical industry and the safety regions, asked the Netherlands Institute for Public Safety (NIPV) to investigate the specific safety risks associated with the presence of alternatively powered trucks on petrochemical industrial sites.

There are no prescribed incident scenarios (yet) for AAVs at (petro)chemical industrial sites. This report describes credible incident scenarios that could occur there with AAVs and are expected to have significant impact on safety at and around these petrochemical industrial sites.

The scenarios in this study cover incidents that could occur with the trucks' fuel tanks and systems or batteries, and the extent of the potential effects and impacts on the site and immediate surroundings. The scenarios also cover unlikely but not unthinkable incidents with very serious consequences. Damage criteria include the effects of fire and heat, of explosion pressure, and of exposure to toxic gases.

The report further describes possible measures to manage the risks. Preventive measures can focus on preventing the undesirable event and mitigating measures on limiting the harmful consequences if an incident has occurred.

The developed scenarios and proposed measures are a prelude to the field test yet to be conducted.
